At its regular meeting at 4:00 p.m. today, Toledo City Council is expected to vote on Ordinance 504-17 which would approve the city’s 2018 Capital Improvement Program. The ordinance would appropriate $9,478,827 for new capital projects, including $1 million toward the I-475 interchange at Dorr Street, and transfer $2,109,450 in capital dollars to the city’s general fund to support operating expenses. Council approved the city’s operating budget for 2018 in March which factored-in the capital funds transfer. Council is also expected to vote on the following legislation: • Ordinance 183-18 which would disappropriate $2,085,695 in remaining balances of completed capital projects in order to make the funds available for future projects. The funds are currently in various water, sewer and storm water accounts. • Ordinance 185-18 which would authorize $2 million for the replacement of variable frequency drives at the Bay View, East Side and Winermere combined sewage pump stations. The projects are meant to maintain operational integrity and compliance with Ohio EPA requirements. • Ordinance 186-18 which would authorize acceptance of a $600,000 grant from the U.S. EPA, and agreements with the Toledo-Lucas County Port Authority, Metroparks Toledo, and the Lucas County Land Bank, for conducting brownfield environmental assessments. The grant will be used to assess brownfield sites within the Monroe Street/Detroit Avenue corridor, Swan Creek/Warehouse District area, the Cherry Street corridor, and the Maumee River corridor. • Ordinance 197-18 which would approve a zone change, and Ordinance 198-18 which would approve a special use permit, for a residential drug and alcohol treatment facility at 1711 West Sylvania Avenue. The facility would be operated by Bryan’s Treatment Center. Council is expected to give first reading to both Ordinance 182-18 and 184-18. The first would authorize the sale of $35 million in water system revenue bonds for financing costs of various capital improvements to Toledo’s water supply, storage and distribution system. The projects are part of the city’s overall capital improvement plan and in response to mandates from both the Ohio EPA and U.S. EPA. The other ordinance would authorize $4,175,000 in water, sewer, and storm water funds for the purchase of vehicles and equipment for the Department of Public Utilities. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
