At its meeting rescheduled for 4:00 p.m. Wednesday due to today’s election, Toledo City Council is expected to vote on Ordinance 168-18 which would authorize a $4.7 million loan from the Ohio EPA and a $710,000 grant from the Ohio Public Works Commission (OPWC) for updates at both Paine and Fassett combined sewer overflow outfalls. The ordinance also appropriates $60,000 for loan application fees and other miscellaneous costs. The project is mandated by the consent decree between the city and U.S. EPA as part of the Toledo Waterways Initiative. Council will also likely vote on Ordinance 169-18 which would authorize a $590,000 grant from OPWC and appropriate $2,225,000 to cover the local share for new storm pipe to allow bypassing Jamieson Ditch to increase stormwater capacity, alleviate flooding upstream, and remove homes from a regulatory floodplain. A vote is also expected on Ordinance 170-18 which would authorize a $100,000 grant and a $165,000 loan from OPWC for a second phase of these improvements. Other legislation likely to be voted on include: • Ordinance 163-18 which would confirm Jeffrey King and Gary Heft for reappointment to the Comfort Heating, Cooling and Refrigeration Board of Control, and Ordinance 164-18 which would confirm Cindy Geronimo for appointment to replace Abby Arnold on the Utility Appeals Board. • Ordinance 165-18 which would establish a moratorium until November 9, 2018 on applications for licenses to operate internet café’s in the city. At Council’s previous voting session it passed Resolution 146-18 which requested the Toledo Plan Commission to draft a proposed text amendment that would require a special use permit for operating an internet café. • Ordinance 172-18 which would increase the annual compensation for each of the three members of the Toledo Civil Rights Commission from $3,500 to $5,000 retroactive to January 1. It would also increase the compensation to $6,000 effective January 1, 2019. • Ordinance 174-18 which would establish a new fee schedule for review of applications and other services provided by the Toledo Plan Commission and Historic District Commissions. If approved, the fee schedule would take effect 30 days upon passage. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
