At its regular session today, Toledo City Council will likely vote on Ordinance 157-18 which would approve McGowan Properties’ application for a Planned Unit Development for The Saint Claire, a proposed 21 unit condominium complex on 1.45 acres at 151 South Saint Clair Street. The site is currently occupied by a 7,000 square foot mixed-use building and a separate 4,000 square foot structure. The application was previously approved by the Toledo Plan Commission and Council’s Zoning & Planning Committee. Council is also expected to vote on Ordinance 132-18 which would authorize a consent decree settlement with the U.S. Fish and Wildlife Service and the Ohio EPA for environmental damages to the Ottawa River. The ordinance would authorize conveying 22 acres of city-owned parcels to Metroparks Toledo for the Manhattan Marsh restoration project. It also authorizes improvements to 58 acres of the city’s low-service pump station property for a separate restoration project. The agreement also includes total payment of $811,500 for damages and other costs. Other legislation expected to be voted on at the session include the following: • Ordinance 143-18 which would approve the appointment of Brandon Rehkopf to replace Catherine Hoolahan on the Toledo Plan Commission. The appointment would be for a five-year term. • Resolution 146-18 which would request the Toledo Plan Commission to draft a proposed text amendment that would require a special use permit for operating an internet café in the City of Toledo. The resulting text amendment would have to be approved by Council in order to be adopted. • Ordinance 147-18 which would establish a moratorium until October 15, 2018 on applications for special use permits for residential drug and alcohol treatment facilities in the city. Councilman Peter Ujvagi is expected to introduce an amendment that would limit the moratorium to Council District 4. • Ordinance 150-18 which would accept $232,470 from Lucas County for operations of the Toledo-Lucas County Plan Commissions. An ordinance is adopted annually to accept these funds from the County. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
